Advanced process control (APC) provides distributed control systems with wider functionality thus improving operations efficiency. At the same time, APC systems create a framework for higher-level optimization solutions. The paper outlines the key features and advantages of Honeywell Profit Suite product family enabling effective and user-friendly design of layered optimization solutions. With a case study of a major Russian refinery it overviews the development and operation history of advanced control and optimization solutions from a PID loop up to a group of interrelated process units.

Global competition requires knowledge of how one's performance compares with that of competitors. For 15 years, with the assistance of ZAO "Honeywell", Russia's refineries have participated in the Solomon Fuels Study. Solomon Associates have developed patented benchmarking methods to compare performance and quantify gaps in economic terms. The results show significant performance improvement in Russia in important areas like energy efficiency, assets availability, and personnel efficiency. Russia has more opportunities for improvement than other parts of the world. This paper describes important KPIs for measuring energy efficiency, availability, and personnel efficiency. It also discusses opportunities for Russian clients involving studies other than the Fuels Study, including APC and automation benchmarking studies. In addition, the paper considers further uses of the studies conducted in Russia in cooperation with ZAO "Honeywell", including Q1 Day 1TM consulting services. It presents modern benchmarking topics, including RAM study, automation of KPIs, and benchmarking of the entire production chain.

The paper outlines key development challenges of oil refining and petrochemical industries. It describes an integrated approach to creating long-term development programs for oil refineries. This comprises market analysis, configuration studies, investment assessment, cash flow and economic analysis, and benchmarking studies. The approach is based on state-of-the-art information technologies including LP modeling. The paper includes case studies of development strategies and programs up to the years 2020-25 for oil refining and petrochemical sites based on the approach proposed.
